Having worked in a Tex-Mex restuarant for about 9months, I can say with certainty that the habanero is the hottest chile pepper around.
The way to measure this is with Scoville units - a habanero comes in at 100,000-300,000 units, while the hottest jalepenos rate only 5,000. The place I worked at also made hot sauces; we had one that measured over 1,000,000 Scoville units. You actually had to sign a waiver to buy it...
